The jacket has been professionally altered in the sleeves to fit like a short and the pants fit like a regular.  You could hem the pants to make it fit like a short (40 S) or have the sleeves let out to make it fit like a regular (40 R) or you might just fit it exactly as is! Actual Measurements:

Waist:  34 (@ 2" can be let out)
Inseam:   30.75 (@ 2.5" can be let out by removing the cuff)
Outseam:   41.75
